Job Description
We are looking for a Strategic Planning Department Manager (Saudi National) for a Global Construction Consulting Firm based in Riyadh.
Location – Jeddah, Saudi Arabia
Salary – 59,000 SAR/month
Qualifications:
- Bachelor’s or Master’s degree in Engineering or Urban Planning from an accredited institution.
- Minimum 20 years’ experience in strategic planning, urban development, or infrastructure planning across major national or international projects.
- Proven leadership experience in developing and managing large-scale master plans at a national or regional level.
- Deep expertise in urban and infrastructure planning disciplines, with a strong focus on water and wastewater master planning.
- Strong experience in capital investment planning, project prioritisation, and business case evaluation.
- Demonstrated experience engaging with utility providers, government entities, and private sector stakeholders.
- Experience in coordinating large-scale, multi-stakeholder infrastructure programs.
- Strong understanding of GIS integration and data-driven planning approaches.
- Excellent leadership, communication, and stakeholder management skills.
- Extensive international experience, with Middle East / KSA exposure highly preferred.
- Western education background and prior experience working within Western markets or international project environments is strongly preferred for this E1-level role.
Key Responsibilities:
- Lead the development and implementation of portfolio planning processes, including the Five-Year Projects Portfolio Plan (5YPPP).
- Oversee project registration and early-stage governance through Stage-Gate processes.
- Manage the development and continuous update of National and Cluster Master Plans.
- Review and approve Capital Investment Plans (CIP), ensuring alignment with strategic objectives and KPIs.
- Evaluate and approve project business cases, ensuring alignment with master planning frameworks.
- Prioritise projects within the 5YPPP based on defined criteria and stakeholder input.
- Collaborate with internal departments and external stakeholders to develop capital expenditure strategies.
- Coordinate with government entities, municipalities, and developers to ensure alignment of infrastructure and expansion plans.
- Monitor implementation of regional master plans and associated investment programs.
- Lead integration of GIS and asset data into unified planning platforms.
- Develop and implement knowledge transfer and capability-building programs within the Strategic Planning department.
- Oversee agreements and MOUs with developers, ensuring timely execution and alignment with project objectives.
- Review and integrate infrastructure requirements (particularly water and wastewater) for mega projects into master plans.
- Ensure compliance with quality, environmental, safety, and occupational health standards.
About the Role:
We are seeking a Strategic Planning Department Manager who will lead the development and execution of large-scale strategic planning initiatives, including national master plans, capital investment planning, and long-term infrastructure strategies. Reporting to the Project Director, this role will play a key leadership position in shaping and delivering integrated urban and infrastructure planning frameworks aligned with national objectives. This role requires a highly strategic mindset, strong stakeholder management, and deep technical expertise in master planning—particularly across water and wastewater infrastructure—ensuring alignment across government entities, developers, and internal teams.
