Job Description

We are looking for a Senior Testing & Commissioning Engineer (Saudi National) for a Global Construction Consulting Firm based in Riyadh.

 

Location – Riyadh, Saudi Arabia

Salary 33,300 SAR/month

 

Qualifications:

  • Bachelor’s Degree in Engineering or a relevant scientific discipline.
  • Minimum 15 years of experience on large-scale infrastructure or process plant projects.
  • Extensive experience in testing and commissioning of water and wastewater treatment plants and associated infrastructure.
  • Strong knowledge of construction operations, engineering disciplines, and jobsite management practices.
  • Proven experience coordinating multi-disciplinary teams and complex stakeholder environments.
  • Extensive understanding of health, safety, and environmental regulations and best practices.
  • Demonstrated experience implementing and promoting a zero-accident safety culture.
  • Knowledge of Project Construction Environmental Control Plans and regulatory compliance requirements.
  • Strong analytical, reporting, and documentation skills.
  • Excellent verbal and written communication skills.

 

Key Responsibilities:

Testing & Commissioning Leadership

  • Lead, direct, and supervise multidisciplinary engineers in the preparation and execution of commissioning activities.
  • Manage the integration and validation of contractor works, ensuring compliance with approved testing and commissioning plans.
  • Review, approve, and oversee implementation of all testing procedures and commissioning methodologies.
  • Ensure commissioning activities are executed in line with project schedules and contractual obligations.

Coordination & Stakeholder Management

  • Coordinate closely with contractors, operators, civil defense, regulatory authorities, vendors, and third parties to ensure smooth execution of commissioning activities.
  • Liaise with Systems Engineering teams for technical support and engineering control.
  • Participate in public meetings and regulatory negotiations related to commissioning and approvals.
  • Oversee coordination between client, contractor, subcontractors, and vendors to ensure seamless plant/process commissioning.

Quality, Compliance & Risk Management

  • Review and validate risk assessments for testing and commissioning activities and recommend mitigation measures.
  • Ensure testing equipment calibration and validation processes are properly implemented.
  • Verify compliance with project standards, environmental controls, safety procedures, and operational requirements.
  • Ensure adherence to the Project Construction Environmental Control Plan and corporate HSE standards.
  • Promote and implement a zero-accident philosophy across all commissioning activities.

Documentation & Handover

  • Review and approve contractor-submitted testing and commissioning plans.
  • Prepare and endorse testing and commissioning reports and documentation.
  • Attend final inspections and initiate Contract Completion Certificates and Handover Certificates.
  • Ensure delivery of O&M manuals, as-built drawings, spare parts lists, and operational documentation.
  • Oversee training of operations and maintenance personnel to ensure operational readiness.

Project Delivery Oversight

  • Assume full responsibility for successful commissioning implementation in line with client needs and project standards.
  • Plan, organize, and supervise site works to ensure safe, efficient, and timely completion.
  • Perform additional duties as assigned by line management.

 

About the Role:

We are seeking a Senior Testing & Commissioning Engineer who is responsible for leading and managing all testing, commissioning, and system validation activities on large-scale water and wastewater projects. The role ensures that all systems are installed, tested, integrated, and handed over in full compliance with contractual, regulatory, and operational requirements. Acting as the focal point between client, contractor, operator, and regulatory authorities, the position safeguards quality, safety, schedule adherence, and operational readiness prior to final handover.
