Job Description

We are looking for an HSSE Section Head (Saudi National) for a Global Construction Consulting Firm based in Riyadh.

Location – Riyadh, Saudi Arabia

Salary – 40,000 SAR/month

Qualifications:

• Bachelor’s Degree in Engineering or a related discipline (or equivalent professional experience).
• Relevant internationally recognized HSSE certifications (e.g., NEBOSH, IOSH, OSHA or equivalent).
• Minimum 15 years’ experience in large-scale construction or infrastructure projects.
• Proven experience managing all aspects of HSSE within complex project environments.
• Strong knowledge of HSSE systems, principles, and methodologies.
• Extensive understanding of national and international HSSE laws, regulations, permitting processes, and industry best practices.
• Technical knowledge across industrial hygiene, occupational health, safety engineering, and environmental compliance.
• Demonstrated ability to manage HSSE matters with contractors, subcontractors, and consultants during construction phases.
• Strong analytical skills with the ability to prepare detailed HSSE reports and performance assessments.
• Excellent English written and verbal communication skills, with strong presentation capabilities.
• International project experience preferred, with prior experience in KSA highly desirable.

Key Responsibilities:

• Lead and oversee the implementation of Health, Safety, Security, and Environmental (HSSE) systems across project sites, ensuring full compliance with employer requirements, construction contracts, specifications, and applicable local, national, and international regulations.
• Ensure adequacy and effectiveness of HSSE provisions implemented by the Supervision Consultant (Engineer) and Contractors.
• Monitor and measure HSSE performance across all project stakeholders, identifying gaps and driving corrective and preventive actions.
• Conduct detailed investigations into accidents and incidents, identifying root causes and implementing recommendations to prevent recurrence.
• Record, track, and follow up on safety hazards, non-conformances, and regulatory issues with relevant authorities and project stakeholders.
• Coordinate closely with the PMC Project Manager and Construction Manager to ensure effective implementation of HSSE systems on-site.
• Liaise with the Employer, PMC team, and local/enforcing municipal authorities to ensure adherence to project HSSE requirements.
• Review and approve Contractors’ HSSE documentation, plans, drawings, and submittals to ensure compliance and suitability.
• Conduct scheduled and unscheduled HSSE audits and inspections, reporting findings to project leadership and ensuring timely resolution of non-compliances.
• Deliver HSSE training, inductions, and awareness programs to project personnel.
• Ensure alignment and compliance with internal Quality, Environmental, Safety, and Occupational Health policies and procedures.
• Prepare comprehensive HSSE reports and provide regular updates to senior management.
• Perform additional duties as assigned by the Project Director or line manager.

About the Role:

We are seeking an experienced HSSE Section Head to lead Health, Safety, Security, and Environmental functions on a major project in Riyadh. Reporting to the Project Director, you will oversee HSSE compliance across consultants and contractors, ensuring alignment with employer requirements, contractual obligations, and regulatory standards.
