Job Description

We are looking for a Senior Budgeting Specialist (Saudi National) for a Global Construction Consulting Firm based in Riyadh.

 

Location – Riyadh, Saudi Arabia

Salary 32,200 SAR/month

 

Qualifications:

  • Bachelor’s or Master’s Degree in Accounting or Engineering from an accredited university.
  • Minimum 15 years of experience in project budgeting and financial management on major national or international initiatives.
  • Extensive knowledge and experience in project budgeting, forecasting, and cost control.
  • Strong understanding of Kingdom financial processes and procedures.
  • Proven experience in managing and prioritizing large project budgets.
  • Demonstrated ability to conduct cost-benefit analysis and financial modeling.
  • Experience presenting financial plans and requirements to senior management and government entities.
  • Strong negotiation skills with the ability to secure project funding.
  • Fluency in Arabic and English (spoken and written).
  • Excellent verbal and written communication skills.
  • Strong analytical, organizational, and stakeholder management capabilities.

 

Key Responsibilities:

Budget Development & Financial Planning

  • Develop and implement project budgets in alignment with strategic and operational objectives.
  • Analyze existing budgets and identify variances, trends, and improvement opportunities.
  • Develop accurate forecasts and long-term financial projections.
  • Establish cost centers for each project and ensure proper allocation of financial resources.
  • Develop coding structures for permanent project equipment to facilitate smooth handover to operations teams.

Cost Control & Monitoring

  • Implement budgeting and financial record-keeping procedures across departments and cost centers.
  • Ensure compliance with the program’s cost coding system.
  • Monitor project expenditures and ensure alignment with approved budgets.
  • Perform cost-benefit analyses to support financial decision-making.
  • Identify financial risks and propose mitigation strategies.

Cash Flow & Financial Management

  • Manage and monitor project cash flow to ensure financial stability and sustainability.
  • Prepare and update project cash flow forecasts.
  • Coordinate with finance and project teams to ensure timely invoicing and payment tracking.
  • Maintain accurate financial records and reporting structures.

Reporting & Advisory

  • Prepare comprehensive budget reports and financial performance summaries.
  • Present budgeting plans, forecasts, and funding requirements to senior management and government authorities.
  • Provide strategic financial advice to project leadership and stakeholders.
  • Support negotiation efforts to secure project funding and budget approvals.

Stakeholder Coordination & Compliance

  • Liaise with internal departments and external stakeholders to ensure effective financial coordination.
  • Ensure compliance with Kingdom financial regulations, procedures, and reporting standards.
  • Support the Manager, Engineering & Projects Division in fulfilling financial and project management duties.
  • Ensure adherence to Quality, Environmental, Safety, and Occupational Health policies.

 

About the Role:

We are seeking a Senior Budgeting Specialist who is responsible for leading and controlling budgeting, financial planning, and cost management activities across major projects. The role ensures accurate forecasting, disciplined cost control, and full compliance with established cost coding systems and Kingdom financial procedures. This position plays a critical role in supporting project management and senior leadership through financial analysis, cash flow management, cost-benefit assessments, and strategic budget planning. The Senior Budgeting Specialist works closely with government stakeholders and internal departments to secure project funding, monitor expenditure, and maintain financial transparency throughout the project lifecycle. The role requires strong technical expertise in project budgeting, financial reporting, and stakeholder engagement, with fluency in both Arabic and English.
