Job Description
We are looking for a Contracts Manager (Saudi National) for a Global Construction Consulting Firm based in Riyadh.
Location – Riyadh, Saudi Arabia
Salary – 63,000 SAR/month
Qualifications:
- Bachelor’s Degree in Engineering from an accredited university.
- Minimum 20 years of experience in contract management, including overall responsibility on large-scale construction projects.
- Demonstrated experience with Kingdom of Saudi Arabia procurement law.
- Proven leadership experience in managing contract management teams and workload distribution.
- Extensive experience in:
- Contract formation and administration
- Pre-qualification and bid evaluation
- Commercial review and pricing
- Contract drafting and negotiation
- Change order administration
- Claims and dispute resolution
- Thorough knowledge of prime contract administration and subcontract formation.
- Strong understanding of engineering and construction contracting practices.
- In-depth knowledge of government and commercial procurement regulations and procedures.
- Experience in planning, scheduling, and effective contractual correspondence.
- Excellent verbal and written communication skills in Arabic and English.
- Prior experience working in KSA preferred.
Key Responsibilities:
Department Leadership & Governance
- Develop, implement, and obtain ratification for the department’s operating structure, processes, and procedures in alignment with PMM standards.
- Establish governance frameworks to ensure consistency and compliance across all projects and business units.
- Maintain functional oversight of contract administrators assigned to clusters and business units.
- Assess the capability of existing contracts staff and recommend appropriate roles, responsibilities, and improvements.
- Develop and implement a comprehensive knowledge transfer and on-the-job learning program for the Contracts Management Section.
Contract Formation & Administration
- Oversee full lifecycle contract management including pre-qualification, bid preparation, evaluation, award, administration, and close-out.
- Support the preparation of consultant services contracts, general engineering services contracts, and related templates.
- Support bid package reviews, particularly the commercial evaluation components.
- Maintain and manage consolidated lists of approved contractors, consultants, and suppliers.
- Ensure adherence to government procurement regulations and client contractual requirements.
Commercial & Claims Management
- Review and evaluate change requests, variations, and contractor claims, recommending approvals where appropriate.
- Oversee negotiation and administration of change orders.
- Manage contractor performance, including back charges and dispute resolution.
- Review project suspension and withdrawal requests and provide recommendations.
- Ensure effective contract close-out processes including:
- Performance compliance
- Guarantees
- Invoicing and payment
- Defects liability and warranties
- Final handover procedures
Compliance & Risk Management
- Ensure strict compliance with KSA procurement law and applicable regulatory frameworks.
- Monitor contract adherence to government and client procurement regulations.
- Identify contractual risks and provide mitigation strategies.
- Ensure proper documentation, reporting, and contract record management.
Stakeholder Support & Advisory
- Provide strategic commercial advice to senior management and project leadership.
- Support cross-functional departments in contract formation and administration.
- Ensure alignment between commercial objectives and project delivery goals.
- Promote continuous improvement in contracting practices and policies.
Quality, Safety & Corporate Compliance
- Ensure compliance with Quality, Environmental, Safety, and Occupational Health policies and procedures.
- Promote adherence to corporate governance and ethical standards.
About the Role:
We are seeking a Contracts Manager who is responsible for establishing, leading, and overseeing the full contracts management function across major construction and infrastructure projects. The role ensures effective contract formation, administration, compliance, and close-out in accordance with Project Management Manual (PMM) standards and applicable government regulations, including Kingdom of Saudi Arabia (KSA) procurement law. This position safeguards the organization’s contractual and commercial interests by overseeing change management, claims evaluation, contractor performance, guarantees, invoicing, dispute resolution, and close-out processes. The role provides strategic commercial guidance throughout the project lifecycle while developing and strengthening the contracts management function, team capabilities, and governance framework.
