Job Description

We are looking for a Civil Tender Engineer for a construction company based in Abu Dhabi.

Location – Abu Dhabi, UAE

Salary – 12,000 AED/month

 

Requirements:

  • A degree in Civil Engineering, Structural Engineering, or a related field.
  • Additional certifications in project management or cost estimation can be a plus.
  • Strong understanding of civil engineering concepts, particularly related to large-scale infrastructure projects.
  • Familiarity with various construction techniques, materials, and standards.
  • Knowledge of local building codes, safety regulations, and environmental guidelines.
  • Prior experience in a civil engineering or tendering role, preferably within the EPC sector or in large infrastructure projects.
  • Experience in cost estimation and project management is often required.
  • Proficiency in Microsoft Excel for cost estimation and project scheduling.
  • Familiarity with CAD software (e.g., AutoCAD) for reviewing design drawings.
  • Experience with tendering software or ERP systems can be beneficial.
  • Excellent written and verbal communication skills for preparing detailed reports, proposals, and correspondence with clients, suppliers, and subcontractors.
  • Strong negotiation skills and the ability to manage client expectations.
  • Ability to analyze complex technical documents, identify potential issues, and propose solutions.
  • Strong attention to detail to ensure accurate tender submissions.

Key Responsibilities:

  1. Tender Preparation:
  • Review Project Scope: Carefully review the technical specifications, drawings, and contract documents to fully understand the scope of civil works involved in the project (foundations, earthworks, structural elements, etc.).
  • Cost Estimation: Prepare detailed cost estimates for civil works, considering material, labor, equipment, transportation, and overhead costs.
  • Bid Documentation: Prepare and compile tender documents that meet the client’s requirements, including technical proposals, cost breakdowns, and project timelines.
  • Value Engineering: Identify and propose cost-effective solutions to the design and construction methodologies to optimize costs while maintaining quality and safety.
Technical Analysis and Design:
  • Collaborate with Design Teams: Work closely with structural, geotechnical, and other engineering teams to ensure the technical proposal is sound and practical.
  • Design Review: Ensure that civil design drawings, site layouts, and other design documents align with project requirements and standards.
  • Risk Assessment: Assess potential risks associated with the civil works (e.g., site conditions, weather impact, regulatory hurdles) and provide risk mitigation strategies.
Supplier and Subcontractor Coordination:
  • Engage with Suppliers and Subcontractors: Contact suppliers and subcontractors to obtain competitive quotations for materials, labor, and services required for the civil works part of the project.
  • Evaluate Quotes: Analyze and evaluate supplier/subcontractor quotations to ensure they meet project specifications and budget constraints.
Compliance and Quality Assurance:
  • Regulatory Compliance: Ensure that all aspects of the tender comply with relevant local, national, and international standards, codes, and regulations (e.g., safety, environmental, and structural requirements).
  • Quality Standards: Make sure the bid adheres to quality control processes and that all proposed materials and methods meet the highest quality standards.
Tender Submission and Negotiation:
  • Submit Tenders: Ensure that the completed tender is submitted on time, with all required documents and information, and follows the client’s prescribed format.
  • Negotiation: Participate in post-tender negotiations with clients to clarify aspects of the proposal, refine scope, and address questions. This may include discussions on cost reductions, schedule adjustments, or scope changes.
Project Handover:
  • Assist in Handover: Once the tender is successful and the contract is awarded, provide support during the handover to the project execution team, ensuring that the technical and financial aspects are clearly communicated.
  • Ongoing Support: Provide ongoing support throughout the construction phase by answering technical queries and ensuring that the civil aspects of the project are executed as per the tender specifications.

About the Role:

We are looking for a Civil Tender Engineer who will be responsible for managing the tendering process for the civil works portion of large infrastructure projects. These projects could involve construction of power plants, substations, industrial facilities, or other large-scale civil engineering projects. The role requires a deep understanding of both technical engineering and commercial aspects to prepare competitive bids and ensure all project requirements are met.
