Job Description
We are looking for a Chief Technology Officer for a fast-growing Fintech company based in the UAE.
Location – Dubai, United Arab Emirates
Salary – AED 60,000 - 75,000 per month + ESOP
Qualifications & Experience:
- Bachelor's or Master's degree in Computer Science, Information Technology or a related field
- 8+ years of experience in a senior technology leadership role within fintech, including hands-on work with Visa and Mastercard APIs
- Essential experience in card issuing, acquiring or banking, with a strong understanding of financial products, services and regulatory requirements
- Experience in B2B product and technology development, with demonstrated success in product innovation
- Proven track record of scaling reliable, secure and compliant production systems
- Experience implementing and supporting regulatory and security frameworks such as ISO 27001, SAMA, SOC 2 or PCI DSS
- Strong understanding of cloud infrastructure, backend platforms, APIs, data systems, observability, disaster recovery and incident management
- Proven track record of adopting agentic AI to deliver productivity gains
- Experience building engineering teams, technical operations, NOC/SOC processes and delivery discipline
- Experience working with third-party providers of mission-critical services
- Proficiency in agile practices, software development methodologies and modern technology stacks
- Exceptional communication, leadership and stakeholder management skills, with the ability to operate across strategy, architecture, execution and executive communication
Key Responsibilities:
- Developing and communicating a clear technology vision and strategy aligned with the company's goals
- Partnering with Product to define and prioritise roadmaps, ensuring solutions meet market needs and business objectives
- Building and leading a high-performing technology organisation of engineers, data scientists, architects and IT professionals
- Defining and owning the technology stack and architecture, ensuring scalability, security and efficiency
- Overseeing technical infrastructure, including servers, networks and cloud services, with a focus on high availability
- Leading the company's cybersecurity posture across SIEM, SOC, DLP, EDR/XDR, vulnerability management, penetration testing, threat modelling and incident response
- Serving on the Security Steering Committee and Incident Response Team, setting Information Security Objectives and reviewing the ISMS
- Strengthening compliance, audit readiness, access controls, data privacy and secure SDLC practices in line with local and international regulations
- Managing security incident response, including regulatory reporting, stakeholder notification, external coordination, testing and drills
- Developing and maintaining disaster recovery and business continuity plans
- Leading the practical adoption of agentic AI across engineering and technology operations
- Owning the technology budget, optimising resource allocation and controlling costs
- Selecting and managing technology vendors and partners, and negotiating contracts and SLAs
- Overseeing project delivery, embedding best practices and tracking technology and product KPIs
- Promoting a culture of innovation, R&D and continuous improvement across the technology team
- Collaborating with commercial and operational teams, customers and external stakeholders to inform technology decisions
- Delivering cybersecurity awareness training to employees and contractors
- Managing intellectual property strategy where applicable, and staying current on industry regulations and best practices
About the role:
We are looking for a Chief Technology Officer to scale and strengthen a fintech platform as the business expands across markets, products, partners and regions. Reporting to the CEO and leading a team of 23 direct reports, you will take an established platform covering card issuing, financial systems, payments operations, third-party integrations and infrastructure, and make it ready for the next stage of growth. Your focus will be on scale, reliability, security, regulatory readiness and organisational maturity. This role suits a leader who can operate strategically and hands-on when needed, but whose real strength lies in building systems, teams, ownership models and engineering discipline that don't depend on any single individual.
