Job Description

We are looking for an PMO Senior Manager (Saudi National) for a Global Construction Consulting Firm based in Riyadh.

 

Location – Jeddah, Saudi Arabia

Salary – 66,000 SAR/month

 

Qualifications:

 

  • Bachelor’s degree in Engineering from an accredited institution.
  • Minimum 20 years’ experience in project management, including leadership of major government or semi-government infrastructure programs.
  • Proven track record in delivering large-scale construction projects within complex, multi-stakeholder environments.
  • Strong expertise across:
    • Project controls
    • Site engineering
    • Contracts management
    • Health, Safety & Environment (HSE)
    • Quality assurance
  • Demonstrated experience in establishing and managing PMO frameworks and governance structures.
  • Experience in financial management, cost control, and risk management at program level.
  • Strong leadership and team management capabilities, with experience in developing high-performing teams.
  • Proven ability to engage with government entities, clients, and senior stakeholders.
  • Experience in implementing continuous improvement initiatives and driving operational excellence.
  • Excellent communication, presentation, and stakeholder management skills.
  • Extensive international experience, with KSA exposure highly preferred.
  • Western markets or international project environments is strongly preferred for this E1-level role.

 

Key Responsibilities:

  • Develop and implement PMO frameworks, policies, and procedures to ensure consistent and effective project delivery.
  • Establish and oversee governance structures for project planning, execution, monitoring, and reporting.
  • Work closely with project management teams to enhance processes, drive efficiencies, and support continuous improvement initiatives.
  • Oversee project budgets, cost estimates, and financial performance, including risk-adjusted forecasting.
  • Monitor project progress, evaluate performance reports, and present insights and recommendations to senior stakeholders.
  • Lead stakeholder engagement, maintaining strong communication with client representatives and key partners.
  • Support the development of design alternatives and project strategies to optimise delivery outcomes.
  • Oversee day-to-day project operations, ensuring alignment with design specifications, client requirements, and regulatory standards.
  • Direct project sequencing and execution strategies to accelerate delivery and minimise operational disruption.
  • Lead resource planning and capacity management to ensure projects are adequately staffed and delivered effectively.
  • Provide leadership, coaching, and mentorship to project teams, fostering a high-performance culture.
  • Ensure compliance with quality, safety, environmental, and regulatory standards, including the implementation of a zero-accident philosophy.

 

About the Role:

We are seeking for a PMO Senior Manager who will lead the establishment and execution of Project Management Office (PMO) functions across large-scale infrastructure and construction programs. Reporting to the Project Director, this role is responsible for driving governance, standardisation, and performance across all project delivery activities. This position plays a critical leadership role in ensuring projects are delivered efficiently, on time, and in alignment with strategic objectives, while embedding best-in-class project management practices, stakeholder engagement, and continuous improvement across the organisation.
