Job Description
We are looking for a Testing & Commissioning Section Head (Saudi National) for a Global Construction Consulting Firm based in Riyadh.
Location – Riyadh, Saudi Arabia
Salary – 33,300 SAR/month
Qualifications:
- Bachelor’s Degree in Civil Engineering.
- Minimum 20 years of experience on large-scale infrastructure or water/wastewater projects.
- Previous experience serving as Testing & Commissioning Manager on major projects.
- Extensive expertise in water and wastewater treatment plants and associated infrastructure.
- Strong knowledge of all phases of construction operations, field engineering activities, and site management practices.
- Proven experience implementing and maintaining a zero-accident safety culture.
- Comprehensive knowledge of health, safety, and environmental regulations and procedures.
- Strong understanding of Project Construction Environmental Control Plans.
- Demonstrated leadership capability in managing multidisciplinary engineering teams.
- Excellent coordination, negotiation, reporting, and communication skills.
Key Responsibilities:
Leadership & Section Management
- Lead, direct, and supervise multidisciplinary testing and commissioning engineers.
- Assume full accountability for commissioning delivery in accordance with client standards and project requirements.
- Plan, organize, and oversee all commissioning activities to ensure adherence to approved schedules.
- Drive performance management and ensure effective coordination across the section.
Testing & Commissioning Oversight
- Manage contractor integration and validation activities across the program.
- Review, validate, and approve all testing and commissioning plans, procedures, and methodologies.
- Ensure proper execution of commissioning activities in compliance with operational and contractual requirements.
- Oversee calibration and validation of all testing equipment on site.
- Ensure comprehensive execution of all system integration and process plant commissioning works.
Stakeholder & Regulatory Coordination
- Coordinate closely with clients, contractors, operators, civil defense, regulatory bodies, vendors, and third parties.
- Liaise with Systems Engineering teams for technical alignment and support.
- Participate in regulatory negotiations and public meetings related to commissioning approvals.
- Ensure alignment between engineering, construction, vendors, subcontractors, and operators for smooth project commissioning.
Risk Management & Compliance
- Initiate and review risk assessments for testing and commissioning activities and implement mitigation strategies.
- Ensure compliance with project standards, HSE regulations, and environmental control requirements.
- Promote and enforce a zero-accident philosophy across all commissioning activities.
- Ensure compliance with the Project Construction Environmental Control Plan and corporate policies.
Documentation, Handover & Operational Readiness
- Review contractor-submitted testing and commissioning documentation for accuracy and compliance.
- Prepare and approve commissioning reports and records.
- Attend final inspections and initiate Contract Completion and Handover Certificates.
- Ensure completion of O&M manuals, as-built drawings, spare parts documentation, and operator training programs.
- Ensure smooth and structured handover to operations teams.
Corporate & Policy Compliance
- Ensure adherence to Quality, Environmental, Safety, and Occupational Health policies and procedures.
- Perform additional duties as assigned by senior management.
About the Role:
We are seeking a Testing & Commissioning Section Head who is responsible for leading and overseeing all testing, commissioning, and system validation activities across major water and wastewater projects. The role ensures that all assets are delivered fully operational, compliant with contractual and regulatory requirements, and aligned with client and stakeholder expectations. Acting as the senior authority for commissioning activities, the position drives operational readiness, risk mitigation, safety compliance, and seamless handover within project timelines.
