Job Description

We are looking for a Senior Strategic Planning Engineer (Saudi National) for a Global Construction Consulting Firm based in Riyadh.

 

Location – Riyadh, Saudi Arabia

Salary 46,000 SAR/month

 

Qualifications:

  • Bachelor’s or Master’s Degree in Engineering or Urban Planning from an accredited university.
  • Minimum 15 years of experience in strategic planning and master planning for major national and international development initiatives.
  • Extensive experience in master planning for water and wastewater infrastructure systems.
  • Strong background in large-scale urban development planning, preferably at national or giga-project level.
  • Proven experience in project planning, budgeting forecasts, and capital investment prioritization.
  • Knowledge of interdisciplinary planning interfaces and infrastructure interdependencies.
  • Experience working internationally, preferably within the Middle East and KSA, with strong cultural and regulatory understanding.
  • Strong knowledge of project prioritization methodologies and governance frameworks.
  • Excellent analytical, stakeholder management, and communication skills.
  • Fluent verbal and written communication skills in English (Arabic preferred).

 

Key Responsibilities:

Strategic Planning & Infrastructure Design

  • Lead the planning and design of urban water distribution networks, wastewater collection and treatment systems, stormwater management systems, and water resource strategies.
  • Develop integrated wet infrastructure master plans aligned with urban growth projections and development strategies.
  • Analyze existing infrastructure conditions and forecast future demands to optimize system functionality and sustainability.
  • Plan infrastructure layouts considering land use, population density, transport networks, and utility coordination.

Feasibility & Environmental Assessment

  • Conduct technical and economic feasibility studies for urban development projects.
  • Evaluate environmental impacts including water and air pollution, habitat disruption, and energy consumption.
  • Develop strategies to minimize environmental impacts and promote sustainable development practices.
  • Assess regulatory, technical, and financial constraints to support informed decision-making.

Data Analysis & Performance Modeling

  • Utilize data analytics and modeling tools to evaluate infrastructure performance and future capacity requirements.
  • Analyze population growth, consumption patterns, and urban expansion data to inform planning decisions.
  • Support optimization of system design and operational efficiency through predictive analysis.

Regulatory Compliance & Governance

  • Ensure compliance with relevant regulations, building codes, and industry standards.
  • Review designs, specifications, and construction documentation to ensure safety, accessibility, and environmental compliance.
  • Liaise with regulatory authorities to secure required permits and approvals.

Stakeholder Coordination & Advisory

  • Collaborate with urban planners, architects, developers, government agencies, and community stakeholders to deliver coordinated planning solutions.
  • Provide technical expertise during project coordination and implementation phases.
  • Support project prioritization, budgeting forecasts, and long-term capital planning initiatives.

Quality & Corporate Compliance

  • Ensure adherence to the company’s Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures.
  • Perform additional duties as assigned by line management.

 

About the Role:
