Job Description
We are looking for a Contracts Management Department Manager (Saudi National) for a Global Construction Consulting Firm based in Riyadh.
Location – Riyadh, Saudi Arabia
Salary – 55,000 SAR/month
Qualifications:
- Bachelor’s degree in Engineering from an accredited university.
- Minimum 20 years of progressive experience in contract management within large-scale construction and infrastructure projects.
- Demonstrated experience holding overall responsibility for contract management functions on major projects.
- Strong knowledge and practical experience with Kingdom of Saudi Arabia Procurement Law and government contracting regulations.
- Extensive experience in:
- Contract drafting and negotiation
- Pricing and commercial analysis
- Change order management
- Claims administration and dispute resolution
- Prime contract and subcontract formation and administration
- Proven leadership experience managing teams, distributing workload, and driving performance.
- Deep understanding of engineering and construction industry contracting practices, execution office and field procedures, and multi-disciplinary project environments.
- Strong negotiation, analytical, and commercial acumen.
- Excellent verbal and written communication skills in both Arabic and English.
- Prior experience working within KSA is highly preferred.
Key Responsibilities:
Department Leadership & Governance
- Establish, structure, and obtain ratification for the Contracts Management Department’s operating model, processes, and procedures in alignment with PMM standards.
- Lead and manage contract administration teams across clusters and business units, ensuring effective workload distribution and performance oversight.
- Assess existing contracts personnel capabilities and define clear roles, responsibilities, and development plans.
- Develop and implement a comprehensive knowledge transfer and on-the-job learning program.
Contract Formation & Commercial Oversight
- Support contract formation activities, including preparation of templates for consultant services and engineering services contracts.
- Support commercial review of bid packages and evaluate the commercial components of submissions.
- Oversee prequalification, bid compilation, evaluation, award processes, and contractor onboarding.
- Maintain and manage consolidated lists of approved contractors, consultants, and suppliers.
Contract Administration & Compliance
- Ensure full compliance of awarded contracts in relation to:
- Performance management
- Guarantees and securities
- Invoicing and payment certification
- Change management
- Claims review and resolution
- Suspension and withdrawal assessments
- Preliminary and final handover
- Defects liability and warranty management
- Contract close-out procedures
- Monitor adherence to government procurement regulations and client contractual frameworks, particularly KSA Procurement Law.
- Ensure effective implementation of PMM project close-out procedures.
Change Management & Claims
- Review, assess, and recommend change requests and contractor claims for approval.
- Lead negotiation of change orders and dispute resolution processes.
- Manage back charges, performance issues, and contractual risk mitigation strategies.
Risk, Quality & Compliance
- Ensure alignment with quality, environmental, health, and safety policies and procedures.
- Safeguard organizational interests through proactive contractual risk management and strategic commercial advice.
Stakeholder & Strategic Support
- Provide strategic contract management guidance to senior leadership throughout the project lifecycle.
- Support cross-functional departments with contract management expertise and advisory services.
- Perform additional duties as required by senior leadership.
About the Role:
We are seeking a Contracts Management Department Manager who will lead and establish a fully integrated contracts management function for large-scale construction projects. This role is responsible for safeguarding the organization’s contractual and commercial interests across the entire project lifecycle - from contract formation and procurement support through administration, change management, claims resolution, and final close-out. Operating in alignment with PMM standards and applicable government regulations, including KSA Procurement Law, the role ensures contractual compliance, effective risk mitigation, and commercial integrity across all awarded contracts. The position also plays a strategic leadership role in developing contract administration teams, implementing governance frameworks, and embedding structured knowledge transfer programs to strengthen organizational capability.
