Job Description
We are looking for a Cost Control Section Head (Saudi National) for a Global Construction Consulting Firm based in Riyadh.
Location – Riyadh, Saudi Arabia
Salary – 46,000 SAR/month
Qualifications:
- Bachelor’s Degree in Engineering from an accredited university.
- Minimum 20 years of experience in cost control and cost engineering.
- Proven experience serving as Cost Manager or equivalent on large-scale construction or infrastructure projects.
- Extensive experience in:
- Cost estimating
- Cost control systems
- Financial reporting
- Cost analysis
- Project cash flow forecasting
- Strong background in engineering, procurement, contracts, construction, and project startup processes.
- Demonstrated ability to independently plan, organize, direct, and present cost engineering deliverables with minimal supervision.
- Experience in both field and home office environments.
- Advanced proficiency in financial modeling, variance analysis, and reporting systems.
- Strong leadership, analytical, and problem-solving capabilities.
- Excellent verbal and written communication skills.
Key Responsibilities:
Strategic Cost Management
- Develop and implement comprehensive cost control strategies, policies, and procedures.
- Establish and maintain cost control systems aligned with project and corporate objectives.
- Identify cost-saving opportunities and drive initiatives to enhance project profitability.
- Lead cost planning, budgeting, and forecasting processes across projects.
Financial Monitoring & Reporting
- Monitor and analyze project financial performance against approved budgets.
- Prepare and present detailed financial reports, cash flow forecasts, and variance analysis to senior management.
- Ensure accuracy, transparency, and integrity of financial reporting systems.
- Conduct cost trend analysis and provide early warning of potential overruns.
Project Cost Oversight
- Coordinate closely with project managers and department heads to track and control project costs.
- Review and approve purchase orders, invoices, and expense reports to ensure compliance with budget and company policies.
- Manage and support claims and variations analysis, evaluation, and financial impact assessments.
- Review and validate cost estimates and cost engineering deliverables.
Audit & Compliance
- Conduct periodic audits of financial records and cost control procedures.
- Ensure adherence to Quality, Environmental, Safety, and Occupational Health policies and procedures.
- Maintain compliance with contractual obligations and regulatory requirements.
Leadership & Team Development
- Lead, train, and mentor cost control staff to ensure high standards of performance.
- Provide technical guidance and support to finance and project teams on cost-related matters.
- Promote best practices and continuous improvement in cost engineering methodologies.
Stakeholder Collaboration
- Collaborate with cross-functional teams including Engineering, Procurement, Contracts, and Construction.
- Support senior management in strategic decision-making through financial insight and analysis.
- Stay updated on industry trends, regulatory requirements, and cost engineering best practices.
About the Role:
We are seeking a Cost Control Section Head that will lead and oversee all cost control and financial management activities across large-scale construction and engineering projects. This role is responsible for developing and implementing cost control systems, ensuring financial accuracy, safeguarding budget compliance, and supporting overall project profitability. Acting as a strategic partner to Project Directors and senior management, the position monitors project expenditures, prepares detailed financial reports and cash flow forecasts, conducts variance analysis, and evaluates claims and variations. The role ensures the integrity of financial systems, enforces compliance with corporate and regulatory standards, and drives continuous improvement in cost engineering practices. This is a senior leadership role requiring extensive expertise in cost engineering, financial forecasting, and large-scale project delivery environments.
