Job Description

We are looking for a Cluster Construction Manager (Saudi National) for a Global Construction Consulting Firm based in Riyadh.

 

Location – Jeddah, Saudi Arabia

Salary – 45,000 – 50,000 SAR/month

 

Qualifications:

  • Bachelor’s degree in Engineering from an accredited institution.
  • Minimum 20 years’ experience in construction management across large-scale infrastructure or city development projects.
  • Proven experience leading construction activities at cluster or program level.
  • Strong expertise across:
    • Site engineering
    • Project controls
    • Contracts management
    • Health, Safety & Environment (HSE)
    • Quality assurance
  • Extensive experience in water and wastewater construction projects.
  • Demonstrated experience managing contractors, consultants, and multi-stakeholder environments.
  • Strong financial and commercial acumen, including cost control, forecasting, and contract management.
  • Proven ability to implement safety-first approaches, including zero-accident philosophies.
  • Experience engaging with government entities and utility providers.
  • Strong leadership, team management, and stakeholder communication skills.
  • Experience working on international projects, with KSA exposure preferred.

 

Key Responsibilities:

  • Lead and oversee multiple construction projects across the cluster, ensuring delivery on time, within budget, and to required quality standards.
  • Develop and implement project execution plans, including budgets, schedules, and resource allocation.
  • Manage contractors, subcontractors, and supervision consultants, ensuring compliance with project management methodologies (PMM) and contractual requirements.
  • Monitor project progress, identify risks or delays, and implement corrective actions and mitigation strategies.
  • Establish and maintain risk registers across all projects within the cluster.
  • Review and validate contractor submissions, including execution plans, recovery strategies, claims, and extension of time requests.
  • Oversee cost management activities, including cash flow forecasting, variation estimates, and contractor invoicing.
  • Ensure compliance with all regulatory, safety, environmental, and quality standards, including the implementation of a zero-accident philosophy.
  • Lead health, safety, and environmental incident investigations and reporting.
  • Prepare and present regular project reports, dashboards, and performance updates to senior stakeholders.
  • Oversee the implementation of project systems, including EDMS and PMIS, ensuring data accuracy and compliance.
  • Coordinate with stakeholders including clients, consultants, engineers, and government entities to ensure alignment and smooth delivery.
  • Lead, mentor, and develop construction teams, ensuring capability building and high performance across the cluster.
  • Support the preparation of scopes of work for construction and supervision contracts.

 

About the Role:

We are seeking for a Cluster Construction Manager who will lead the delivery of multiple large-scale construction projects across a defined cluster, ensuring they are executed safely, efficiently, and in alignment with client objectives. Reporting to the Project Director, this role is responsible for overseeing end-to-end construction activities, driving performance across contractors and consultants, and ensuring adherence to schedules, budgets, and quality standards. This position requires strong leadership, operational oversight, and the ability to manage complex, multi-project environments while maintaining high standards of safety, governance, and stakeholder coordination.
