Job Description

We are looking for a Head of Library Operations (Arabic Speaking) for a government-affiliated entity based in the UAE.

Location – Sharjah, UAE

Salary – DOE

Qualifications & Experience:

  • PhD or Master’s in Library Science, Information Management, or a related discipline.
  • Minimum 10 years of progressive experience in library leadership, including at least 3 years in a managerial role overseeing staff and budgets.
  • Proven track record in managing cultural or research libraries and engaging in international library initiatives.
  • Proficient in the use and management of integrated library systems (e.g., Alma, Sira, Mdad) for cataloging, circulation, and inventory control.
  • Strong public speaking and presentation skills to represent the company on global stages.
  • Fluent in Arabic and English, with proficiency in a third language considered a strong advantage.
  • Advanced knowledge of library best practices, principles, emerging technologies, and global trends in information access.
  • Skilled in digital resource management, including the curation of e-books, online databases, and archives using platforms such as Remote X and Easy Proxy.
  • Deep understanding of cataloging and classification standards such as MARC21, RDA, Dewey Decimal, and Library of Congress systems.
  • Competent in data analytics and reporting tools to assess user engagement and optimize resource planning.
  • Experienced in project management platforms (e.g., Trello, Asana, MS Project) and knowledgeable in cybersecurity best practices to protect library infrastructure and user data.
  • Strong grasp of user experience (UX) design to ensure inclusive, intuitive digital and physical access to library services.

Key Responsibilities:

Strategic Library Leadership

  • Lead the development and execution of the library’s strategic vision, overseeing cataloging, circulation, and service delivery and aligning with the Company broader cultural and educational mission.
  • Manage the library's budget, ensuring all activities remain within financial limits.
  • Formulate and implement policies and procedures for library operations in alignment with the overall strategy of the company.
  • Compile and present activity reports, analyze data, and provide feedback and recommendations to management.

International Representation

  • Represent the company in global library forums and strengthen its position in modern librarianship and digital transformation.

Program & Event Oversight

  • Design and oversee specialized events and library-focused initiatives within the company, ensuring alignment with global best practices and community needs.

Collection Development & Knowledge Curation

  • Grow, enrich and lead the acquisition and curation of print, digital, and multimedia collections through global collaboration and strategic selection, including partnerships with global libraries and archives to enrich content.
  • Select and order print, audio-visual, and electronic resources by reviewing materials through various sources such as book reviews, catalogs, and recommendations.

Digital Integration

  • Oversee the integration and optimization of library systems and digital platforms (e.g., LMS, remote access tools) to support seamless user experiences.
  • Institutional Partnerships
  • Establish and manage collaborations with regional and international libraries, consortia, and academic institutions to support innovation and knowledge sharing and to establish interlibrary loan programs with global libraries and institutions.
  • Support the Director in maintaining effective relationships with local government, legislative bodies, educational institutions, and community stakeholders.

Team Management & Development

  • Supervise coach, and evaluate the team, lead appraisals and develop the library operations team; recruit talent, conduct appraisals, and ensure continuous professional development.

Project Leadership

  • Lead the implementation, expansion, and global positioning of Company knowledge projects, including specialized collections and outreach programs.

About the Role:

To lead the strategic and operational management of the Company library, ensuring the delivery of an innovative, inclusive, and globally connected library experience. The role oversees all aspects of library services, including budgeting, staff supervision, resource development, and international partnerships. It includes leading a high-performing team, managing operational and project-based budgets, optimizing digital systems, and delivering impactful, community-driven programming aligned with institutional goals. The postholder will represent the company in global library forums, foster strategic collaborations, and champion knowledge-based initiatives such as the vaults to position the company as a model of contemporary library excellence.
